ടിപിഎസില്‍ കഴിയുന്ന 9000 നേപ്പാള്‍ വംശജരെ ജൂണില്‍ തിരിച്ചയച്ചേക്കും (ഏബ്രഹാം തോമസ്)

സ്വന്തം രാജ്യത്ത് ആഭ്യന്തരകലാപമോ പ്രകൃതി ദുരന്തമോ ഉണ്ടായി ജീവിതം ദുസ്സഹമായി ജനങ്ങള്‍ അഭയം തേടുമ്പോള്‍ അവരെ സ്വീകരിക്കുവാന്‍ അമേരിക്കന്‍ ഗവണ്‍മെന്റ് 1990 മുതല്‍ പിന്തുടര്‍ന്നു വരുന്ന പദ്ധതിയാണ് ടെമ്പററി പ്രൊട്ടക്ഷന്‍ സ്റ്റാറ്റസ്(ടിപിഎസ്). കോണ്‍ഗ്രസ് ഈ നിയമം പാസാക്കിയപ്പോള്‍ മുതല്‍ എതിര്‍പ്പുണ്ടായിരുന്നു. ഇപ്പോള്‍ ട്രമ്പ് ഭരണകൂടത്തിന് ഒരു തീരുമാനം ഈ പ്രശ്‌നത്തില്‍ കൈക്കോള്ളേണ്ടത് അനിവാര്യമായി മാറിയിരിക്കുന്നു. 2018 മാര്‍ച്ച് മുതല്‍ അടുത്ത വര്‍ഷം സെപ്തംബര്‍ വരെയുള്ള മാസങ്ങളില്‍ ടിപിഎസ് കാലാവധി അവസാനിക്കുന്ന 10 രാജ്യങ്ങളില്‍ നിന്നുള്ള അഭയാര്‍ത്ഥികളാണ് തിരിച്ചയയ്ക്കല്‍ ഭീഷണി നേരിടുന്നത്. ഇവരില്‍ നേപ്പാള്‍ വംശജരായ ഒന്‍പതിനായിരം പേരും അവരുടെ കുട്ടികളുമുണ്ട്. ഇവര്‍ക്ക് നല്‍കിയ ടിപിഎസ് പദവി ഈ ജൂണില്‍ തീരുകയാണ്. ഇവരില്‍ ഭൂരിഭാഗവും ന്യൂയോര്‍ക്കിലാണ് കുടിയേറിയിരിക്കുന്നത്. ടെക്‌സസ് പോലെയുള്ള മറ്റ് സംസ്ഥാനങ്ങളിലും ഇവരെ കാണാം.
ടിപിഎസ് എന്തിന് നിലവില്‍ വന്നു തുടങ്ങി ഈ കുടിയേറ്റക്കാരെ മുഴുവന്‍ തിരിച്ചയയ്ക്കണോ ഇവര്‍ രാജ്യത്തിന്റെ അനധികൃത ജനസംഖ്യയില്‍ ഉള്‍പ്പെടുമോ തുടങ്ങിയ ചോദ്യങ്ങള്‍ ഉയരുന്നു. അനധികൃതമായി അമേരിക്കയില്‍ ഒരു കോടി പത്തുലക്ഷം പേര്‍ വസിക്കുന്നുണ്ടെന്നാണ് കണക്ക്. ടിപിഎസുകാര്‍ക്ക് പൗരത്വപാത തുറക്കുകയില്ല എന്നാദ്യം മുതലേ വ്യക്തമാക്കിയിരുന്നു. ന്യായമായും വോട്ടവകാശവും ഉണ്ടാവുകയില്ല.
ഹോണ്ടുരാസില്‍ നിന്നുള്ള 57,000 പേരുടെ ടിപിഎസ് ഈ ജൂലൈയില്‍ അവസാനിക്കുകയാണ്. ഇവരെ തിരിച്ചയയ്ക്കും എന്നാണ് കരുതുന്നത്. അങ്ങനെ ഒരു തീരുമാനം വലിയ വിവാദം ക്ഷണിച്ചു വരുത്തും. വിമര്‍ശകര്‍ പറയുന്നത് ടിപിഎസ് കാര്‍ അനുകമ്പ അര്‍ഹിക്കുന്നുണ്ടെങ്കിലും ഇത്രയും വലിയ തോതില്‍ ടിപിഎസ് നല്‍കുക പിന്നീട് അതിന്റെ കാലാവധി നീട്ടുക അനാവശ്യമാണെന്നാണ്. കാലാവധി നീട്ടുമ്പോള്‍ ടെമ്പററി എന്ന നയം തന്നെ മാറുന്നു എന്നിവര്‍ പറയുന്നു. ടെമ്പററി എന്നാല്‍ അത് തന്നെയാണ് അതിന്റെ അര്‍ത്ഥം. അന്തിമ തീയതി മാറ്റുവാനോ പുതിയ നിര്‍വചനം നല്‍കുവാനോ കേന്ദ്രമായി പ്രവര്‍ത്തിക്കുന്ന ട്രമ്പിനോട് ചായ് വുള്ള ടെക്‌സസ് ഈഗിള്‍ ഫോറത്തിന്റെ വൈസ് പ്രസിഡന്റ് കാത്തി ആഡംസ് വാദിക്കുന്നു. ടിപിഎസ് പരിഹരിക്കുന്നതിനെക്കാള്‍ കൂടുതല്‍ പ്രശ്‌നങ്ങളാണ് സൃഷ്ടിക്കുന്നതെന്ന് സമാന ചിന്താഗതി ഉള്ള സെന്റര്‍ ഫോര്‍ ഇമിഗ്രേഷന്‍ സ്റ്റഡീസ് പോളിസി ഡയറക്ടര്‍ ജെസിക്ക വാഗനും പറഞ്ഞു.
ടിപിഎസ് ആരംഭിച്ചതു മുതല്‍ ഇതുവരെ 22 രാജ്യങ്ങളില്‍ നിന്നുള്ള അഭയാര്‍ത്ഥികളെ സ്വീകരിച്ചിട്ടുണ്ട്. ഇപ്പോള്‍ ഏഷ്യയില്‍ നിന്ന് നേപ്പാള്‍ വംശജരുമുണ്ട്. ഹെയ്റ്റിയില്‍ 46,000, ഹോണ്ടുരാസില്‍ നിന്ന് 57,000, നിക്വാരഗ്വയില്‍ നിന്ന് 2,550, അല്‍സാല്‍വഡോറില്‍ നിന്ന് 1,95,000, സിറിയയില്‍ നിന്ന് 6,000(ഇവരുടെ ടിപിഎസ് മാര്‍ച്ചില്‍ അവസാനിച്ചപ്പോള്‍ പ്രസിഡന്റ് ഡോണാള്‍ഡ് ട്രമ്പ് കാലാവധി നീട്ടി നല്‍കി), നേപ്പാള്‍-9,000, സുഡാന്‍-1,050, യെമന്‍ -1000, സൗത്ത് സുഡാന്‍-100, സൊമാലിയ-250 എന്നിങ്ങനെയാണ് രാജ്യം തിരിച്ചുള്ള കണക്ക്.
ടിപിഎസില്‍ എത്തിയവര്‍ക്ക് അമേരിക്കയില്‍ ഉണ്ടായ കുട്ടികള്‍ അമേരിക്കന്‍ പൗരന്മാരായതിനാല്‍ ഇവരെ തിരിച്ചയയ്ക്കാനാവില്ല. അനധികൃത കുടിയേറ്റക്കാരുടെ കുട്ടികളുടെ പ്രശ്‌നവും ഇതാണ്.
ടിപിഎസ് മുഴുവന്‍ ഉടനെ നിര്‍ത്തലാക്കുമോ കാലാവധി തീരുന്നത് നീട്ടിക്കൊടുക്കാതെ അതത് രാജ്യക്കാരോട് അമേരിക്ക വിടാന്‍ പറയുമോ എന്ന് കാത്തിരുന്ന് കാണേണ്ടതുണ്ട്.
