ന്യൂയോര്‍ക്ക്: യുഎസിലെ വിമാനയാത്രക്കാര്‍ക്ക് ആശ്വാസമായി യുഎസ് ഗതാഗതവകുപ്പ് പ്രഖ്യാപിച്ച പുതിയ വിമാന യാത്രാനിരക്ക് നയം പ്രാബല്യത്തിലായി. ടിക്കറ്റ് നിരക്കിന്റെ കൂടെ ബാഗേജ് ചാര്‍ജ്, അധികനികുതി, മറ്റു നിരക്കുകള്‍ എന്നിവയെല്ലാം കൃത്യമായി രേഖപ്പെടുത്തണമെന്ന നിര്‍ദേശമാണ് യാത്രക്കാര്‍ക്ക് ഏറെ ആശ്വാസമാകുക. ഇന്നുമുതല്‍ പ്രാബല്യത്തിലാവുന്ന നിയമത്തിലെ പ്രധാന നിര്‍ദേശങ്ങള്‍ ഇവയാണ്.

Airline passengers to get a break on baggage costs and other fees

Newyork: Airline passengers across the nation will be going down starting today, as new federal rules take effect. Airline passengers are about to get some relief from the aggravating — and often surprising — costs connected to flying.The U.S. Department of Transportation’s rules taking effect today are designed to eliminate unexpected baggage costs and advertised fares that turn into unspectacular deals once surcharges and fees are added to the price."All the government is saying is be honest," said Christopher Elliot, co-founder of the Consumer Travel Alliance who also blogs on issues affecting fliers. "Airlines have been cagey about their disclosure for years." 

The rules are part of a sweeping effort by the Department of Transportation to offer stronger consumer protections to the flying public. One of the first changes, which went into effect in 2010, imposed heavy penalties on airlines if they left passengers stranded on airport tarmacs for more than three hours. The majority of the new consumer-protection rules go into effect today. 

Here are the changes consumers can expect to see:

• The airline companies will be required to disclose baggage fees at the time a ticket is purchased.

• The same baggage allowances and costs will have to be applied throughout a passenger’s trip regardless of whether they are making connections onto other airlines. The fees being charged to a passenger for bags must also now be listed on e-ticket confirmations.

• Passengers will be able to hold a flight reservation without payment or to cancel it without penalty for 24 hours as long as the reservation is made a week or more before the scheduled flight.

• Airlines must begin notifying passengers promptly when flights are diverted, cancelled or delayed by more than 30 minutes. 

• One provision, which goes into effect on Thursday, strikes at the heart of marketing strategies heavily used by discount fliers like Spirit Airlines. which operates out of Atlantic City. It requires airlines to advertise the actual price passengers will be charged, including any mandatory government taxes, fuel surcharges or special fees. Many of those costs have been relegated to small print on advertisements and travel websites. Federal rules taking effect today are designed to eliminate unexpected baggage costs and advertised fares that turn into unspectacular deals once surcharges and fees are added to the price.

Airlines for America, a trade group that represents the largest U.S. carriers, said the industry is being singled out by the government. "We don’t think the rules are fair. You don’t see this happening to other travel services, said Steve Lott, a spokesman for A4A. "A hotel advertises a nightly rate, but it doesn’t say anything about taxes and there’s a long list (of them)."Most consumers," he said, "understand that taxes will be added on at the cash register."The DOT’s rules go beyond taxes though.  

Robert Rivkin, the DOT’s general counsel, said the requirements are intended to ensure that airlines treat consumers fairly by being transparent about what a flight will actually cost them.

"While many carriers are upfront about what the costs will be, many do their best to conceal them," Rivkin said.Spirit Airlines is well known for its attention-grabbing $9 and one-cent fares — the advertisements always include an asterisk. "Additional terms, conditions and fees apply," the ad explains in print that is much small than the $9. "Baggage charges may (also) apply."It’s the sort of advertisement that will be prohibited under the DOT’s new rule, which requires airlines to advertise the full cost of the flight.Spirit Airlines spokeswoman Misty Pinson declined to comment on how the company’s marketing would change under the new rule. The Florida-based airline is part of a lawsuit challenging the DOT’s restriction.The rules are also intended to put an end to hidden costs, which often take passengers by surprise.
