ന്യു യോര്‍ക്ക്: യു.എന്നിലെ ഇന്ത്യയുടെ പെര്‍മനന്റ് മിഷനില്‍ മിലിട്ടറി അറ്റാഷെ ആയിരുന്ന സൈനിക ഉദ്യോഗസ്ഥന്‍ പീഡിപ്പിച്ചതായി ന്യു യോര്‍ക്കിലെ ഡോക്ടര്‍അനൂറിറ്റ കപൂര്‍. ഇതെപറ്റി ഇന്ത്യാ ഗവണ്‍മന്റ് അന്വേഷണം നടത്തുന്നതായി മിഷന്‍ വക്താവ് അറിയിച്ചു.
വിവാഹ മോചിതയും ഒരു കുട്ടിയുടെ അമ്മയുമാണു അനൂരിറ്റ. 2012-ല്‍ റിപ്പ്ബ്ലിക്ക് ദിനാഘോഷത്തില്‍ വച്ചാണു അറ്റാഷെയുമായി പരിചയപ്പെടുന്നതെന്നവര്‍പറഞ്ഞു. തുടര്‍ന്നു അയാള്‍ നിരന്തരം പിന്നാലെ കൂടി.
ഒരു നാള്‍ ഓഫീസിലേക്ക് വിളിച്ച് മയങ്ങാനുള്ള മരുന്നു ചേര്‍ത്തു കുടിക്കാന്‍ തന്നുവെന്നും തുടര്‍ന്നു തന്നെ പീഡിപ്പിച്ചുവെന്നും അവര്‍ പറയുന്നു. പരാതിപ്പെടുമെന്നു പറഞ്ഞപ്പോല്‍ അയാള്‍ മാപ്പ് അപേക്ഷിക്കുകയും വിവാഹം കഴിക്കാമെന്നു സമ്മതിക്കുകയും ചെയ്തു. ആദ്യ ഭാര്യ ഉപേക്ഷിച്ച അയാളുടെ രണ്ടാം ഭാര്യയുമായി വിവാഹമോചനത്തിനു ശ്രമിക്കുകയാണെന്നും ധരിപ്പിച്ചു.
പക്ഷെ അധികം വൈകാതെ നാട്ടിലേക്കു മടങ്ങിയ അയാല്‍ അനുറിറ്റക്കെതിരെ അപഖ്യാതി പറഞ്ഞു പരത്തുവാന്‍ ആരംഭിച്ചുവത്രെ.അനൂറിറ്റ ഇന്ത്യന്‍ അധിക്രുതര്‍ക്കു പരാതി നല്‍കിയിട്ടും നടപടി ഒന്നും ഉണ്ടായില്ല. ഇതേത്തുടര്‍ന്നാണു മാധ്യമങ്ങളെ സമീപിച്ചത്.
പ്രസ്തുത വ്യക്തിയെ ബ്രിഗേഡിയറായി ഇതിനിടയില്‍ പ്രോമോട്ടു ചെയ്യുകയും ചെയ്തു.

A New York-based physician has accused the former military attaché to the Permanent Mission of India at the U.N. of rape and has alleged that she was sedated, attacked and raped viciously in the mission premises in New York. The Government of India is investigating the matter.

In a letter circulated to the Indian media, Dr. Anurita Kapur, who runs Livingston Medical Groups, a nationwide firm that offers medical services to physicians, and is well-known in the Indian-American community, has alleged that she was raped by Col. Manoj Tiwari, a senior commissioned Indian Army officer, who also served as a New York Liaison for the Defense Ministry of India.

According to Kapur’s allegation, Col. Tiwari who calls himself Tiger Tiwari, left for India last year and since then has been promoted to Brigadier. He is believed to be hiding at the Army War College in Mhow, the letter says.

According to the allegations by Kapur, no action has been taken by either the Mission or the Indian government in the matter and American authorities are investigating the matter. There is no mention of a police report being lodged.

“As soon as this issue was brought to the attention of the Permanent Mission, it was conveyed to the Government of India as the officer has been transferred back,” sources at India’s Permanent Mission to the U.N. who did not wish to be identified, said. “The investigation of the Government of India is already going on,” they added.

The letter states that Col. Tiwari approached Kapur, a single mother of a nine-year-old girl from a previous marriage, at an event to celebrate India’s Republic Day at the Indian Consulate in New York on Jan. 26, 2012. After the meeting, Col. Tiwari began “chasing” Kapur despite her refusal to meet him, the letter alleges. He began praising Kapur for her humanitarian work and claimed that he was unable to forget her since their first meeting.

Kapur agreed to meet him, the letter says, saying she trusted Col. Tiwari as he was a Government of India official. According to the letter, the meeting was fixed in a public place for a discussion in between Kapur’s medical meetings and meetings at the United Nations.

Col. Tiwari claimed to be single and told Kapur that he was married twice – and that his first wife ran away with another man and that he is in the process of divorcing his second wife, whom he identified as Dipika Mishra-Tiwari.

According to Kapur’s letter, that turned out to be a lie as the two are still married and have two daughters. Col. Tiwari allegedly claimed that he did not know anyone in the U.S. and wanted to have a friend in Kapur for advice and guidance.

After a couple of meetings, Col. Tiwari confessed his love for Kapur, the letter says, and said he was unable to live without her. Kapur believed him and felt sorry for him and agreed to meet him in public places when time permitted, the latter says.

She also laid down rules of conduct and made sure that Col. Tiwari understood that there could not be any kind of physical relationship or sex, the latter says.

To gain her trust in him, Col. Tiwari apparently started sending Kapur love texts, called her daily, and also sent e-mails, greeting cards and poetry. Meanwhile, Kapur continued her meetings with Col. Tiwari and was, as always invited by the PMI for events and meetings in his office building.

After several months of familiarity, Col. Tiwari allegedly raped Kapur by tricking her to come to his office and lacing her tea with a sedative, the letter says. Kapur was unable to defend herself because of sedation, the letter says.

After the initial shock and pain of the attack, Kapur allegedly confronted Col. Tiwari and told him that she would complain to the concerned officials. Col. Tiwari first threatened Kapur, the letter says, butafter seeing that she was not going to give in, he begged for forgiveness. However, instead of being with Kapur, Col. Tiwari allegedly ran away to India at the first opportunity, the letter says. After a few weeks of his departure to India, Kapur became aware that Col. Tiwari was slandering her name by calling her derogatory terms, to protect his image and reputation and to build a ground in case Kapur made complaints against him for raping her, the letter alleges.

Through the letter circulated to the media, Kapur says she is seeking justice and action against Col. Tiwari.
